Student Training and Enrolment Logistics Application - NAT Upload

Welcome to Student Training and Enrolment Logistics Application (STELA) NAT Upload system. STELA NAT Upload is an online application enabling Registered Training Organsiations (RTOs) to report their South Australian VET activity in a format that complies with national and state reporting requirements.

Alerts and Updates

28 May 2026 - We are aware of an issue where STELA is generating incorrect warnings relating to the format of Training Contract IDs and Apprentice IDs being reported. We are currently working on a fix and expect this issue to be resolved in June 2026. In the meantime, please ignore any warnings received where the reported data is valid. Rest assured that valid data is still being accepted and processed successfully.

26 May 2026 - A new support guide, STELA NAT Upload Errors and Warnings: How to Identify and Resolve Them, is now available. The guide is being developed to help RTOs understand common STELA NAT upload errors and warnings, what they mean, and the steps required to resolve them. You can access the guide here.

Reporting Deadlines

RTOs who hold a funding agreement with Skills SA must report all occurrences of funded training activity into STELA on a monthly basis. The cut-off date for reporting is 5pm on the on the second Friday of every month. It should be noted that no extensions can be granted to this deadline, so RTOs are strongly advised to report activity a day or more prior to the cut-off to allow sufficient time to correct any errors. 

Where RTOs only report Fee for Service activity to Skills SA, this must be done as a minimum on a quarterly basis. For 2026 the dates are:
